Send an Invitation to Billy
You can send an invite to Billy on the Inter-Knot to unlock this commission.
He will ask you where to go and you'll have an option to pick Godfinger or Box Galaxy. Select Godfinger to proceed with this commission, as picking Box Galaxy will initiate Transform, O Starlight Knight instead.

Arcade Ace can be unlocked upon reaching Chapter 2 Interlude Intermission. Progress through the main story and reach the prerequisite chapter to unlock this commission.

Go to Godfinger
Go to Godfinger where Billy's waiting outside. He will tell you to that there are people who challenged him on Godfinger and ask you what happened. Choose You won for a significant trust increase.
He will ask you to play Snake Duel afterwards. Go inside for the next event.
Play Snake Duel and Win
Play Snake Duel - Clash where you'll team up with another random player against Billy and his teammate. Win the game to earn more of Billy's trust and finish the commission
Snake Duel plays like Snake where you'll have to eat diamonds in order to grow. However, since this is a competitive game, you don't want to clash against enemy snakes as that will kill you and make you smaller.
If you lost the first time, you can always retry.
